State-run SUNY or CUNY colleges offer tuition-free education to students whose families have a combined federal household income of $125,000 or less.

  • Eligibility requires a combined federal household income of $125,000 or less
  • Must be pursuing an undergraduate degree at a SUNY or CUNY institution
  • Full-time enrollment (minimum of 12 credits per term) is required
  • Must complete a minimum of 30 credits annually
  • Must reside and work in New York State for a period equivalent to the duration of the scholarship received

Award Details

Covers tuition costs at a SUNY or CUNY institution

  • Enables students to study at a state-run SUNY or CUNY college without paying tuition.
  • Operates as a last-dollar scholarship. All federal or NYS grants or scholarships, including PELL and TAP, are applied to tuition first, with the Excelsior Scholarship covering any remaining tuition costs.

Award Frequency

  • Annual
  • FAFSA and TAP application or DREAM Act application must be completed each year for payment.

Award Duration

  • Varies based on the length of the program
  • 2 years for full-time students pursuing an associate degree
  • 4 years for full-time students pursuing a bachelor’s degree
  • 5 years for approved five-year degree programs
